Where to use XP scrolls?
Where is the best place to get the most out of those experience scrolls?
Would appreciate if non-endgame areas are mentioned too. I've all four campaigns btw.

Depends on how you mean "best use".
If you are looking invdividually to gain exp and/or to raise your level then Fronis Irontoe's Dungeon is best with scrolls of the Lightbringer. Its laughably easy to get from level 10->20 in this way.
But another great use for exp scrolls is in clearing a party's DP. I used a few of the more common scrolls during a pick-up run of Urgoz Warren. As we were not all experienced and Urgoz is a challenging run, deaths were common. But the death penalty melted away because of the double and triple experience given by the scrolls. (We still failed anyways, but thats another story )
So ya, scrolls can be just as good as consummables like candy canes or honey combs, and are an easy/cheap way to assist 8 and even 12-man parties

I find exp scrolls handy for bringing up a new hero's levels quickly. This only applies to NF chars and Olias when he first comes on board.
most times I'll go HM to pile the exp points/levels as quickly as possible and make the new characters useful. Wurms outside Boreal in EOTN work well to.

Best use is at a merchant... 100-400g is good compared to the laughable effect outside there.

Berserker scrolls are the best thing evar if you need to level up some heroes and you have access to the desolation and it's wurms.
